Linda Lee Bower has extensive experience in research, economic analysis, consulting, and writing in various technologies, including educational technology. She has participated in a product development team for a networked classroom learning system composed of student handheld devices, classroom hubs, teacher consoles, telecom¬munications networks, and software.
She analyzed and documented processes and work flows for tracking and controlling software versions from development through testbed, staging, and production to the Web. She also developed and produced training materials for project team members and prepared a Configuration Management Plan.
She is very familiar with Rwanda's Vision 2020, and has met with officials of the Ministry of Education to look at ways to provide broadband access to schools and universities throughout Rwanda.
Vishal Currie has 20 years of experience in project management, IT, and network engineering. He is an expert in deployment and management of operations and is an active member in ICT forms defining industry best practices. His publications include business planning and review systems, management information systems, and management analysis and performance systems.
Most recently he served as Project Manager for a project to undertake a techno-commercial feasibility study of Rwanda’s Backbone Network’s feasibility for economic sustainability and expansion to support the country’s infrastructure needs based on Rwanda Vision 2020 (“Vision 2020”). Among the focal points of the project was providing ICT access to Rwanda’s schools, and he participated in meetings at the Ministry of Education.
Wilber Gatwaza is an engineer who holds several professional certifications in the field of ICT/Networking/telecommunications. Currently, he is the ICT Director for the Rwandan Ministry of Justice, where he oversees the implementation of information technology architecture and systems, coordinates and assesses ICT policies and programs of the Ministry, and drives the Ministry of Justice and the Justice Sector to move towards knowledge management.
He recently participated as the Local Engineer for the Rwandan Backbone Network project, developing traffic estimates, among other duties.
He has participated in meetings at the Ministry of Education to consider ways to provide broadband access to schools and universities. In addition, he has also been a lecturer at the Durban University of Technology and Durban Technical College were he conducted a training needs assessment for the department of Electrical Engineering.
Lillian Kyatengwa has been a head of Finance department and a lecturer at the School of Finance and Banking (SFB), as well as Assistant Lecturer at Kigali Institute of Science, Technology and Management (KIST). She headed and participated in monitoring the overall impact of the first phase of learning to Work in a variety of other ways which included monitoring changes in student perceptions of the contribution their college or university course makes to their employability reported in longitudinal surveys of learner experience, such as SFB's On Track surveys.
She also participated as the Local Economist for the Rwandan Backbone Network project, assessing the development impact of the Backbone on various factors, including infrastructure, private sector development, human capacity building, technology transfer, and community development, among others. She participated in meetings at the Ministry of Education to consider ways to provide broadband access to schools and universities throughout Rwanda.
